信頼の確保とデジタル経済の実現における暗号化の役割に関するグローバル声明

JCA-NETは下記の共同声明の署名団体になりました。

署名者は、強固な暗号化がグローバルなデジタル経済に不可欠であると確信する。

暗号化はユーザーのプライバシーを保護し、機密データを守り、信頼を可能にする。これらは商業、通信、革新の基盤である。暗号化は、消費者、企業、政府がオンライン上で自信を持って活動できることを保証する重要な手段であり、経済成長と国境を越えた協力を支える安全な環境を育む。

バックドア、鍵預託システム、技術的義務付けなど、いかなる方法を問わず暗号化を弱体化させる試みは、その信頼を損なうものである。暗号化の弱体化は、犯罪者や敵対的行為者が悪用し得るシステム上の脆弱性を生み出し、消費者の信頼を損ない、ユーザーや企業を安全でないプラットフォームへと追いやる。さらに、暗号化に対する一貫性のない国の対応は、グローバルなデジタル経済の分断を招き、国境を越えた貿易と相互運用性の障壁となるリスクがある。

私たちはお互いの法執行機関や国家安全保障機関が証拠にアクセスし、犯罪と闘う上で必要な合法的な必要性については認識している。しかし、こうした目標は、合法的かつ比例原則に則り、テクノロジー的に妥当な手段を通じて追求されなければならない。何十億もの消費者や企業ユーザーの安全とプライバシーを損なうようなことがあってはならない。政策立案者は、私たちの共有するデジタルインフラを保護する手段を弱めるのではなく、強化すべきである。
