I believe you are thinking of simulations like "Sugarscape" from

Basically, these are a more sophisticated version of the simulation
tools that were mentioned earlier.
The goal of these simulations is to better understand how to "manage"
the human herd. As far as I know, they are the only intelligent way
to make public policy decisions. Obviously, we don't use 'em much.
I believe the MILLENNIUM INSTITUTE will do these kinds of simulations
for communities (for a fee).
