The bill proposes to secure the system, personnel and technical capabilities to enable the National Police Agency itself to have investigative authority over the “cyber” domain beyond the framework of the prefectural police. The authority of the prefectural police will be greatly reduced, which may pave the way for further centralization of police in areas other than “cyber” in the future.
