Alleged Okinawa bomb plan stirs controversy

CAMP FOSTER - Did the United States consider nuking post-World War II
Okinawa to keep it out of enemy hands?

 That's the story that's been splashed across the front pages of Japanese
newspapers this week after the Kyodo news service reported receiving a copy
of an obscure document purporting to be a U.S. plan to defend Okinawa from
nuclear-armed enemies.

  "The Imperial Army used Okinawa as a shield to defend mainland Japan, and
the U.S. military would not hesitate to use nuclear weapons to defend their
military bases," said Giichi Nakasone, the new director of the Okinawa Peace
Activities Center.

  "Nothing has been changed in the nature of the military," he said.

 軍隊の本質は(日本の帝国陸海軍も米軍も)同じだ。

 But according to one historian, such fears are unfounded because the United
States no longer stores nuclear weapons on the island.

 沖縄には今は核兵器がないのだから、そんな心配は無用だ。

 Furthermore, says Dr. Gordon Warner, former Army historian and author of
the "The Okinawa Reversion Story," the 1957 document was probably just one
of many "what-if" studies the military routinely conducted.

 「この文書は軍隊がよくやる“仮定の”研究の一つだろう」と元軍事史研究科の
Warnerは言う。

 "What I'd like to know is, where'd this report come from?" asked Warner,
who has lived on Okinawa since 1964, when he came to teach at the University
of Maryland's Okinawa campus.

 私の知りたいのは、こいつがどこから出てきたかだ。

 "The Marines at the time were confined to their little piece of Okinawa in
the north; they weren't planning for the defense of the island. The Army was
in charge of Okinawa back then.

 あのころの海兵隊は沖縄の北部の狭い地域だけで、彼らは沖縄島の防衛計画は持っ
ていなかった。陸軍の管轄だったよ。

 "This kind of propaganda is not doing anyone any good," he said. "It's the
past, it's history. No one's talking of defending Okinawa with nuclear
weapons today."

 こういった宣伝は誰の役にも立たない。もう過去のことだ。歴史なんだ。沖縄を核
兵器で守ろうなんて今は誰も言っていない。

 文書の存在は否定できないので、「軍隊はいろいろな仮定の下に研究をするのが普
通だ」とか、「過去のことで現在はそんなことはない」と逃げている。
