ジュビリー・サウス、 ジュビリー・サウス、1999年6月21日 ●ケルン債務イニシアティブは、債務支配に苦しむ「南」の四十五億の女性・男性たちを救済しはしない。これは彼らの尊厳ある人生を送る権利をあざ笑うものだ。 ●「拡大HIPC（重債務貧困国）」は「南」の人々にとっては、悲惨と債務の増加を意味する。HIPCは基本的に欠陥がある。というのは、構造調整策と結びついているからだ。この政策は、人類を破滅させる影響を有していることが明らかにされてきた。というのも、社会サービスや雇用創出のための支出は削減されてきたからだ。 ●HIPCは、債権者による債権者の計画である。 ●「拡大イニシアティブ」は、G７が主張するような、より早い、より深い、より広い債務「救済」ではない。実際には、救済どころか、「南」の政府が債務不履行を行なえなくするための、利己的な施策である。ケルン・イニシアティブは、自らの用語を用いて判断を下し、これまでと同様、対象とするのは、「南」の名目債務ストック合計の2%以下である。ケルン・イニシアティブは、これまでと同様、一握りの国だけが対象であり、他の「南」の貧しい人々の苦しみを無視している。この計画は、2015年までに絶対貧困の水準を半減するというOECDの公約とも一致していない。 ●「ジュビリー・サウス」は、このイニシアティブの中に歓迎すべきものを見い出すことはできない。このケルン計画は、前回のものと同様に、債務危機の道義的重要性と、問題の現状に対する富裕諸国の歴史的責任を認めようとはしない。 ●道義的理由から、「南」の債務は不法である。さらに、「南」の債務は、何度も何度も支払われてきた。「ジュビリー・サウス」が主張しているのは、部分的救済ではなく、完全な賠償である。われわれは、すべての「南」の債務の、完全で無条件の帳消しを要求する。G7は、ジュビリーによって提案された正義への挑戦の取り組むことに失敗した。 DON'T OWE! WON'T PAY! 借りはない！ 支払わない！ ●ジュビリー・サウスは、アフリカ、アジア、ラテン・アメリカのジュビリー債務キャ ンペーンと社会運動の連合体です。 ------------------------- Jubilee South Rejects K嗟n Debt Initiative as a Cruel Hoax The Debt Initiative does not offer relief for the 4.5 billion women and men in the South who suffers from debt domination. It makes a mockery of their right to a dignified life. " Expanded HIPC" means increased misery and debt for peoples of the South. HIPC is fundamentally flawed because it is linked to Structural Adjustment Programmes. These programmes have been shown to have a devastating human impact on account of diminished spending capacities for social services and job creation. HIPC is a scheme of the creditors by the creditors. The Expanded Initiative is not faster, deeper or broader debt " relief", as the G7 claims. In fact it is not relief at all but rather a self-serving formula to keep governments in the South from defaulting. Judged by its own terms, the K嗟n Initiative still deals with less than 2% of the total nominal debt stock of the South. It still remains confined to a small group of countries, ignoring the plight of the poor in all other countries of the South. The plan is also inconsistent with the OECD commitment to halve the levels of absolute poverty by the year 2015. Jubilee South sees nothing to welcome in this initiative. This K嗟n scheme,like its predecessors, refuses to acknowledge the moral dimensions of the debt crisis and the historical responsibility of the rich countries for the current state of affairs. For moral reasons, the debt of the South is illegitimate. Furthermore, it has been paid over and over again. Jubilee South does not speak of partial relief, but rather of full reparations. We demand total, unconditional cancellation of all the debt of the South. The G7 has failed to meet the challenge of justice posed by Jubilee. DON'T OWE! WON'T PAY! Jubilee South is a coalition of Jubilee Debt campaigns and social movements from Africa, Asia and Latin America =================================================================== 1999年6月17日午前10時 ●ジュビリー2000南アフリカの代表団は6月16日、スイスの国会議員とベルンで会談し、アパルトヘイトによって作り出された債務問題、スイスの銀行と政府がアパルトヘイトを支える中で行った役割、南部アフリカ地域で行われた破壊の修復に関する彼らの責任などについて意見交換した。 ●今年初め、スイスとドイツの銀行が1980年代にアパルトヘイト政権に何十億ランドも融資し、経済制裁破りをしていたことが明らかにされた。ジュビリー2000は現在、アパルトヘイト債務の中でも、この債務について直ちに帳消しにするよう求めている。 ●このジュビリー2000の代表団を招いたのは、NGOと教会の連合組織「スイス・南部アフリカ債務帳消し・賠償キャンペーン」で、昨年の結成以来、アパルトヘイトによって作り出された債務の調査・キャンペーンを行っており、他にも、外務省関係者、スイス政府外国貿易事務所との会談を準備した。 ●ジュビリー2000南アフリカ代表団は、アパルトヘイト債務は、南アフリカの新生民主主義に対する重大な挑戦であり、それを返済すれば、人々の基本的ニーズを満たす可能性はなくなると強調した。スイス政府が果たした役割と責任に関しては、「銀行あるいは金融機関というのは、政府の認可、枠組み、あるいは法的保護なしに活動することはできないものだ」と述べた。会談では、ジュビリー2000南アフリカ代表団には、スイスの銀行と直接接触すること、また、スイス政府との話し合いについてについても「ドアは開いている」ことが提案された。この会談は非常に有意義なもので、債務帳消しと賠償の枠組み形成へ向けて、さらに相互関係の基礎を作る事ができた。 ●「スイス・キャンペーン」とジュビリー2000南アフリカ代表団は、ネットワークをさらに強化し、6月18日から20日にかけてドイツのケルンで、他の南部アフリカ諸国、イギリス、ドイツの代表団と共に”不愉快な”債務と賠償の問題について討議する。 ジュビリー2000南アフリカ代表団： ファティマ・ミーア（呼び掛け人） モレフェ・ツェレ（議長） ネビル・ガブリエル（事務局長） ジョージ・ドール（宣伝局長） ジュビリー2000キャンペーンは、世界で50ヶ国以上に会員組織を持つ団体で、南アフリカでは、教会、労働組合、地方の運動団体など、90以上の団体によって支持されている。 -------------------- Press Statement Jubilee 2000 Campaign 17/6/99 10am A delegation of leaders of Jubilee 2000 South Africa met with Swiss MPs in Berne yesterday, to explore a dialogue on the question of apartheid caused debt, the role of the swiss banks and government in supporting apartheidand their responsibility in repairing the damage done in the Southern African region. Earlier this year, Swiss and German banks were exposed as having busted sanctions in the 1980's by channelling billions of rands to the apartheid regime. The Jubilee 2000 campaign is calling for the immediate scrapping of this debt, among other apartheid debts. The Jubilee 2000 delegation was invited by the Swiss Campaign for Debt Cancellation and Reparations in Southern Africa, a coalition of NGOs and Churches that has been researching and campaigning on apartheid caused debt since its formation last year. The swiss campaign also arranged a meeting with representatives of the department of foreign affairs and the swiss government external trade office. The South African delegation stressed that apartheid debt is a serious challenge to our new democracy, in that repayments are compromising the ability to meet people's basic needs. With regard to the role and responsibility of the government, they argued that "no bank, no financial institution can operate without the authority, framewortk or legitimacy of the government". In the meetings the South African delegation was encouraged to approach the Swiss banks directly and that there was an "open door" to further engagement with the Swiss government. The discussions were very positive in extablishing the basis for further interaction towards a framework for debt cancellation and reparations. The Swiss Campaign and the delegation of Jubilee 2000 will be further networking and discussing the concept of odious debt and reparations in Cologne/Germany on June 18th-20th with delegates from other Southern African countries, United Kingdom and Germany. Members of the Jubilee 2000 delegation are: Mrs Fatima Meer, patron;Mr Molefe Tsele, Chairperson; Mr Neville Gabriel, General Secretary and Mr George Dor, publicity officer. The Jubilee 2000 campaign, which has over 50 member countries worldwide,has been endorsed in South Africa by about 90 organisations including churches,trade unions, and rural movements. |
