Many thanks for the paper. I only read it last week and have the advantage of Kunni's and Helleiner's commments.
Having assisted the multistakeholder of FFD at the UN in NY and Geneva from February to June, here goes this provocative comment. It took me longer to think out something that will complete your proposal which sounds very interesting indeed.
