Take Action! 共同緊急アクション アチェの人びとの生命と安全を保証するよう、行動してください！ アムネスティ・インターナショナル日本 日本インドネシアNGOットワーク（JANNI） 2003年5月 　5月19日にナングロ・アチェ・ダルサラーム（NAD）州に軍事戒厳令が布告され、インドネシア国軍による対独立派武装勢力軍事作戦が展開される中、同州の一般市民の生命・安全が危険な状況に置かれています。すでに子どもを含む市民が超法規的に処刑され、何千人もの人びとが家々を離れ避難生活を余儀なくされています。 　アムネスティ・インターナショナル日本と日本インドネシアＮＧＯネットワーク（JANNI）は緊急に、アチェの人びとの生命と安全を保障するようインドネシア共和国大統領、国軍司令官、アチェの軍管区司令官、そして日本政府に対し要請します。 　ご賛同いただける方は、ぜひ手紙・ファックスで要請書を送ってください！ ●背景● 　26年にもわたって独立派武装グループである自由アチェ運動（GAM）との対立が続くナングロ・アチェ・ダルサラーム（NAD）州は、スハルト政権下に軍事作戦地域（DOM）に指定され、外部に閉ざされたまま多くの一般市民が「失踪」し、拷問を受け、そして殺害されてきました。昨年12月、インドネシア政府とGAMは敵対行為停止合意（CoHA）に署名し、アチェの人びと、そして国際社会は和平への第一歩に期待を抱きました。しかし今年5月18日、東京で行なわれた停戦協議で両者の意見は合意に至らず、翌日、インドネシア政府は同州に軍事戒厳令を布告しました。 （アムネスティ・ニュースリリースAI INDEX: ASA 21/019/2003を参照。） ●要請文を送ってください！● 　緊急に、軍事戒厳令の下で非武装の民間人の犠牲者が増えている事態についての憂慮を伝え、民間人保護を保証するためにあらゆる手段を尽くすよう要請する手紙を、インドネシア共和国大統領、国軍司令官、そして日本の政府に郵送またはファックスしてください。要請のポイントは以下の通りです。 ●超法規的処刑、「失踪」、拷問を含む人権侵害に反対することを公式に表明すること ●治安部隊に対し、いかなる状況下においても国際人権法および人道法の基本原則を遵守するよう明確で厳格な指令を出し、またその遵守を監視すること ●治安部隊の兵士に対し、人権侵害を犯した者は裁かれることを明確に伝えること。これには、部下の人権侵害を命令し、あるいは見過ごした上官も含まれる。 ●国家人権委員会あるいは同様の組織による、独立した調査を保証し、その手法や結果は公開すること ●軍事作戦中、女性と子供が保護されることを保証し、人権侵害がなされないことを保証する特別な手段を講じること ●脅迫や暴力、シェルターの破壊など強制的移住を引き起こすような治安部隊の行為を完全に禁止すること ●食糧、水、シェルター、保健衛生、医療など、アチェの人びとの人道的ニーズが完全に満たされるような手段を講じること。またインドネシア政府は、内外の人道支援活動家が、必要なすべての地域に完全かつ安全にアクセスできるようにしなければならない ●地元アチェをはじめインドネシア内外の人権活動家が同州のあらゆる場所に妨害なしにアクセスすることを保証し、また人権侵害の恐れなく活動できるようにするなど、人権保護活動家を保護するための確固たる手段を講じること ●政治的あるいは平和的な団体のメンバーであるという理由だけで、いかなる者も逮捕されないことを保証すること ●インドネシア政府宛て要請文（英語）● インドネシア語、英語、あるいは母語で要請文をお書きの上、航空便、航空書簡（全世界９０円）、電報、ファックスなどで送付してください。 要請文の送付先 ▲メガワティ大統領 President Megawati Sukarnoputri Istana Merdeka Jakarta 10110 Indonesia Fax: + 62 21 345 2685 / + 62 21 526 8726 【手紙の書き出し】Dear President, ▲エンドリアルトノ・スタルト国軍司令官 Commander of the Armed Forces Gen. According to reports, civilians, including children, have been subjected to extrajudicial execution and that many thousands of people have been forced to flee their homes. I believe unarmed civilians must be protected under any circumstance.　Therefore I respectfully urge the government of Indonesia: - to put on the public record its opposition to human rights violations, including extrajudicial executions, "disappearances" and torture. - to issue clear and strongly worded directives to its security forces to adhere to the basic principle of international human rights and humanitarian law under all circumstances and to put in place mechanisms to monitor this adherence. - to give a clear message to members of security forces that those found to be responsible for human rights violations, including officials who are found to have ordered or tolerated human rights violations by those under their command, will be brought to justice. - to ensure the independent investigation by the National Commission on Human Rights (Komnas HAM) or a similar body of all allegations of serious human rights violations. The methods and findings of all such investigations should be made public. - to take specific measures to ensure that women and children are protected during the military operations, and that human rights violations against women and children are not committed under any circumstances. - to place an absolute prohibition on acts by its security forces or other officials that cause forcible displacement, including deliberately provoking individuals to flee an area through threats or use of violence or total disrespect for their fundamental human rights, or destruction of shelter, means of livelihood or other materials essential to survival, or through acts intended to terrorize the civilian population. - to take measures to ensure that the humanitarian needs of the Acehnese population are fully met, including by ensuring provision of food, water, shelter, sanitation and medical care. The Indonesian authorities should facilitate the full, safe and unhindered access of national and international humanitarian personnel to all areas of NAD where humanitarian assistance is required. - to take concrete measures to protect human rights defenders, including ensuring that both local, national and international human rights monitors are given unimpeded access to all areas of the province, and are able to carry out their legitimate work without fear of human rights violations. - to ensure no one should be arrested or detained solely on account of their membership of a political or any other peaceful organization.
