Six months after their forced evacuation at gunpoint by TNI and its militias, these East Timorese are still held in harsh conditions, and suffer from intimidation and physical threats despite repeated claims made by Indonesian authorities that the militias were being disarmed and disbanded. The Indonesian authorities in West Timor have said they will stop food distribution to East Timorese refugees by the end of March, without taking effective steps to resolve the problem. President Abdurrahman Wahid, a respected statesman and democrat whose courage I sincerely admire, has promised to disband and disarm the militias, but it appears that rogue elements in TNI and the Indonesian police are resisting his efforts. Another respected Indonesian minister, Dr Hasballah M. Saad, also expressed his grave concern about the suspension of food distribution to East Timorese refugees, saying that "it will be a very big problem," and that he anticipated possible starvation. In this situation, while emphasizing my admiration and support for President Wahid and all the true democratic forces in Indonesia, I would like to urge you to: (1) make every effort to immediately disarm and disband the militias and punish those elements in TNI and the police responsible for backing them, with punishment fully reflecting the heinous nature of their crimes, (2) reconsider the decision to suspend food and other distribution to East Timorese refugees, and make every effort to solve the problem in full cooperation with international agencies and NGOs. Those elements in TNI and the militias, who killed and are still killing so many innocent East Timorese, are also putting Indonesian democracy in jeopardy. While once again stressing my full admiration for and support of the democratic forces in Indonesia, I hereby ask you to take immediate action to improve the humanitarian situation of East Timorese in West Timor, and to solve the refugee problem.
