インドネシア政府が国連平和維持軍の受け入れを表明したが、東ティモールの治
安が危機的状況にあることから、国連平和維持軍の展開にはいささかの遅れも許
されない、と、本日アムネスティ・インターナショナルは述べた。
「国連がその責任、特に東ティモールの人々の人権を守る責任を果たすのが遅れ
れば遅れるだけ、より多くの生命が失われていく」とアムネスティは語った。
しかし、もしも国連部隊が東ティモールに治安を回復し、東ティモールの人々の
信頼を得ようとするのならば、新たな国連部隊の任務は広いものであるべきであ
り、インドネシア軍（TNI）の任務を制限するべきである。アムネスティはその
ように強調する。
「インドネシア軍（TNI）は東ティモールでもう二十年以上も、広範な人権侵害
を起こしながら、これまでその責任を問われず、放任されてきた。そうした経緯
から考えて、インドネシア軍（TNI）が東ティモールの人々の人権を守るために
役割を果たすのは不可能である。」
「あらゆる証拠はインドネシア軍（TNI）が、東ティモールでの人道に反する犯
罪の実行に関わったことを示している。」
「国際社会にはその責任を果たすべき義務がある、ということをすべての人の心
の中に一点の疑いもなく、しっかりと刻みつけるべきである」と、アムネスティ
は語った。「東ティモールの人々にこのような悲惨と苦痛をもたらした人々に対
して、隠れる場所を与えてはならない。」
直ちにやらなければならないこととして、アムネスティは、5月5日に署名が交わ
された東ティモールの将来に関する合意締結以降に東ティモールの治安維持に責
任のあったインドネシア軍（TNI）の全指揮官、そして人権侵害に関与したり、
その発生に対して予防措置をとらなかった全指揮官について、今回の任務遂行メ
ンバーから外すことを要求する。
インドネシア軍（TNI）と新インドネシアの武装民兵は未だに現地を制圧してい
る。そして民間人に対してさらなる人権侵害を引き起こしている。何千人もの国
内避難民が人道的な援助を必要としているし、現在西ティモールにいる難民たち
はそこに拠点を置くインドネシア軍（TNI）や武装民兵らによるさらなる人権侵
害の危険にさらされている。
アムネスティは、東ティモールで実際に何が起こったのかを調べている独立した
人権監視団や人道的な機関が、西ティモールにいる難民たちに、直ちに、またい
かなる制約もなく接触できるように許可するよう、要求する。
また、アムネスティは、ただちに武装民兵たちの武装を解除し、解散させること、
そして人権侵害に責任あるものについては、逮捕の上、一般裁判所で裁判に付さ
れるよう、求める。

East Timor: Act now to save lives
With the security situation in East Timor at a critical level there must
be no delay in deploying a United Nations peacekeeping force following
acceptance of such a force by the Indonesian government, Amnesty
International said today.
"Every hour that the UN delays in assuming its responsibilities, in
particular ensuring the protection of human rights for all East
Timorese, will result in more lives lost," Amnesty International said.
However, the human rights organization stresses that the mandate of
the new UN force should be broad and should strictly limit the role of
the Indonesian army (TNI), if the UN troops are to gain the confidence
of the East Timorese people and restore security.
"TNI troops have committed widespread human rights violations with
impunity in East Timor for over 20 years. In this context it is
impossible for the TNI to play any role in ensuring the protection of
human rights for all East Timorese people."
"All evidence points to TNI collusion in the commission of crimes
against humanity in East Timor."
"Let there be no doubt in anyone's mind that the world community
has a responsibility to ensure accountability," Amnesty International
said. "There should be no hiding place for the people who have inflicted
this misery and suffering on the East Timorese people."
As an immediate first step, Amnesty International urges that all
TNI commanders who had military responsibility in East Timor since 5 May
1999 Agreements on the territory's future were signed, and who are
implicated in human rights violations or took no measures in pr eventing
them from occurring, should be suspended from duty.
The TNI and armed pro-Indonesian militias remain in control of the
territory, and are continuing to commit serious human rights violations
against the civilian population. Tens of thousands of internally
displaced people are in desperate need of humanitarian assistance, and
refugees in West Timor are at risk of further human rights violations by
the TNI and militias based there.
Amnesty International calls for immediate and unconditional access
to be granted to the refugees in West Timor and the internally displaced
people (IDPs) in East Timor by humanitarian agencies and independent
monitors who can gather testimonies about what has happened in the
territory.
In addition, the human rights organization demands that the
militias are immediately disbanded and disarmed and that those
responsible for committing human rights violations to be arrested and
brought to justice in civilian courts.
