At the issue

-- Against the War for Easy Gain of Nuclear-Military-Industrial Complex --

(1) What connection lies between the warlike nature of Bush Administration and its base of power ? We have been looking for the materials which give answer to this question. Though the link between Bush Administration and military or oil industries is already pointed out and there are many talks about it, yet the matter hasn't been clarified concretely and totally.
This pamphlet issued here is the first achievement of ours, for which we have been making efforts to solve the question. This is composed of three main parts. First, the translation of a report by an Institute in U.S., which exposed concretely and totally the close connection between Bush Administration and the nuclear-military-industrial complex and its arms lobby. Second, the achievement of our study about the revival of the nuclear-military-industrial complex. And last, reference materials composed of some relevant articles and our reports.

On starting functioning, Bush Administration set forth one after another its policies, which are now famous as 'unilateralism'; reversal of policy on China into regarding it with hostility, driving Missile Defence (MD) forward, withdrawal from ABM Treaty, breaking away from Kyoto-Protocol and abandoning obligation of cutting down CO2 once agreed, reversal into driving nuclear power stations and developing oil fields in Alaska, and so on. These are all plainspoken policies which give priority to profits of military or oil industries.
Bush Administration with the militaristic and reactionary nature fanged Afghanistan after 9.11, and is recklessly driving forward the preparation of war on Iraq with persistent enthusiasm like a fever, which is getting more and more unforgivable. It is of urgent necessity to figure out deeply and criticize strictly the driving force of Bush's war, especially in order to stop the pressing invasion into Iraq.

(2) This spring, when Bush's war began to head for Iraq clearly, we started our study on the connection between Bush Administration and the military-industrial complex and began the work of searching internet, but from the first we were faced with the 'wall'. We could find few writings or reports about this problem not only in Japanese but also in English websites. To be exact, we found a lot of small articles but not detailed proven studies or exposes backed up by the facts.

Meanwhile we eventually reached a series of reports by World Policy Institute's Arms Trade Resource Center on Peddlers of Proliferation. 'ABOUT FACE : The Role of the Arms Lobby in the Bush Administration's Radical Reversal of Two Decades of U.S. Nuclear Policy", which we translated here, is the most detailed analysis of all.
William D. Hartung, who is the writer of this report and the President's Fellow at the WPI and ATRC, is an expert on the arms trade and military spending, and have released a lot of important articles and books since 1980s.

The report, published in May 2002, not only exposes the present state of Bush Administration, but also describes vividly the process in which the military-industial complex eventually got to take over Bush Administration ; the complex was on the verge of decline, scale-down and reorganization in the early 1990s because of the collapse of the Soviet Union, but found out 'new enemies', promoted the reversal of U.S. nuclear policy, shifted its weight to MD and small-sized nuclear weapons, and at last grasped the administration.
According to Mr. Hartung, the ultra-hawkish ideologues really running Bush Administration such as Cheney, Rumsfeld, Wolfowitz, Bolton, and Rice, were deprived of any chance during the Clinton administration, yet their decline became notable as early as in the late 1980s during the second Reagan administration, when the nuclear disarmament negotiations began between the United States and the Soviet Union.

(3)"Comment and Study" is our trying to sketch the nuclear-military-industrial complex in trial-and-error, touched off by Mr. Hartung's reports. We tried to clarify the physical base of the Bush Administration's war policy, which is the simple question we hold strongly within the secretariat of Signature Movement; why is Bush driven into so unusual invasion and so unusual military-adventurism?
In particular we tried to describe the process in which the nuclear-military-industrial complex has vigorously revived from the way of decline, scale-down and reorganization. We also tried to grasp the newest figure of this revived complex in various aspects both quantitatively and qualitatively. Because of our study having included almost all the things we studied, the points of argument may be a little confused or indistinct. We hope each section will be read as a document respectively.

(4) We are tackling the task to stop Bush's war on Iraq as the most significant for the time being. We selected two relevant reports of ours and put them in this pamphlet. They are part of a series of reports which we estimated internal and international situation then and there in order to strengthen our movement while Bush Administration was pushing ahead the preparation of war on Iraq. We hope they will also be discussed.

The role of antiwar peace movements in Japan and in the world is very significant now. The coming war on Iraq is not different in its conditions from the former Gulf War, the war on Afghanistan, or the aerial bombing on former Yugoslavia. Because this time it is not only the aerial bombing, the combats in the desert, or the combats in the caves and non-crowded area. The main battle is the street-fighting in the cities which are crowded with some 4 million people. The harder the Iraqi camp resists, the greater the damage of the residents in the dense cities will be. Most of all we are afraid of reappearances of the massacre in Jenin here and there.
What will become of the area around the cities, if Depleted Uranium (DU) ammunition is spread there ? We are afraid very much. 500,000 or 1,000,000 children, who are weak, have already been killed under the economic sanctions. What situation will come out, if the street-fights begin in the cities ? We must stop Bush's war on Iraq at any cost, and must not allow our own government to participate in this extremely cruel war, the reckless and unlawful war of invasion.

(5) Our firm conviction from the studies of Mr.Hartung's and our own is this ; Bush Administration and the nuclear-military-industrial complex are inseperable, as well as Bush Administration and the oil majors are. They are an integrated body. It doesn't mind, for the purpose of making money, whatever may happen about the children in Iraq, moreover about the lives and life of the people in Middle East, Asia, Africa, Latin America, and the developing countries all over the world, who suffer from starvation and poverty. For making money of the oil majors, it doesn't mind the earth and human beings going to ruin by the earth warming. That is, Bush Administration is the largest threat and the worst enemy against the world peace, the earth environment and the survival of human beings. Therefore, unless Bush Administration is overthrown first, the world peace as well as the survival of human beings will never be possible, and the destruction of the earth environment will be unavoidable.

(6) We asked Mr. Hartung to let us have permission to translate and publish his report and articles, and he gave us his willing permission. We are very grateful to him. And at the same time we respect Mr. Hartung and World Policy Institute with the persistant and systematic studies and exposes in U.S.

This pamphlet is the continuation of 'HOW MANY PEOPLE DID U.S. KILL IN AFGHANISTAN !?", which we published in order to expose the damage by Bush's war on Afghanistan, and is to condemn the very core persons of the administration that commited the unprecedented war crimes. At the same time we got to feel keenly more and more that we essencially need to study the relationship between Bush Administration and the oil-energy industry so as to clarify its warlike nature. We are to issue the third pamphlet about it.

We do reject the war only to let the nuclear-military-industrial complex and 'peddlers of death' get easy gain and fatten. We do reject the war only to let the oil majors persue profits and rights and interests of oil. We do reject the dirty war in which they unconcernedly kill people, ignore the international laws, and do all sorts of things. We do hope this pamphlet will be practically used to stop the war on Iraq among all the citizens who long for the world peace. We hope opinions, criticizms, encouragements and so on from the readers.
