    Since 1985, America has responded to the vast global changes by reducing its defense budget by some 38 percent, its force structure by 33 percent, and its procurement programs by 63 percent. Today, the budget of the Department of Defense is $250 billion, 15 percent of our national budget, and an estimated 3.2 percent of our Gross National Product. We now have 1.45 million men and women under arms, 200,000 overseas, 900,000 in the Reserves, and 800,000 civilians employed by the Department.

    Between 1988 and 1995, the federal government selected 97 major military bases for closure, and 62 of the 74 closures that involve a significant community impact have already occurred, most since 1993. Although many communities feared that the closing of a nearby military base would be their economic death knell, in practice it has been the starting bell for charting a new economic future.

    Under the separate Facilities Improvement Program (FIP), Japan voluntarily provides substantial funding for quality-of-life projects, including housing, community support and recreation facilities, and utilities upgrades. In recent years Japan has also shown increased lexibility under the FIP in constructing direct operational facilities, such as hangars and hardened aircraft shelters. In 1997 Japan provided approximately $0.9 billion for construction, restoration, and maintenance of facilities.
