Amnesty International/Solidarity Network with Migrants Japan Symposium Japan: a surveillance society? Under slogans like "war on terror" or "restoring public safety," the Japanese government is currently moving ahead with "counter-terrorist" measures. Foreign residents of Japan are the first target of these measures--cases of random stops for questioning and search of foreigners are already increasing, in some cases with victims being turned over to the Immigration Authorities. In the near future, the government intends to introduce "biometric" information databases of finger prints and face-scans, similar to the US-VISIT programme, with foreign residents and visitors required to register first. Should Japanese people believe that this trend to target people with different language, culture, religion or ethnic background will increase their security? This symposium will consider the likely impact of the new counter-terror measures, including the revision of the Immigration Control Law, on foreign residents and visitors, and ultimately on Japanese people themselves.
