| 7 Local autonomy and foreign residents | |||
7-1 Foreign nationals' residential registration 7-1-1 The Alien Registration Act shall be abolished. (See 1-2-4.) 7-1-2 Foreign residents shall be deemed as local residents as specified in Article 10, Local Government Act, and registered as such according to the Basic Residents Register Act, following required legal amendments. (See 1-2-4.) 7-1-3 The following measures shall be taken temporarily: a- Abolish the requirement that the foreign national is obliged to carry his passport with him at all times. b- Allow no one and no organization to use the original record of alien registration of a foreign national unless it serves him. 7-2 Entitling the foreign national to participate in local autonomy 7-2-4 The local government shall provide the right to residents' voting to the foreign national. 7-2-5 The central government shall legislate the foreign national into local suffrage who has lived for thee years or longer here. 7-2-6 The local government shall eliminate the requirements for nationality and status of residence when engaging and employing public servants and public school teachers. Such employment shall be done well according to the population ratio (of the foreign population to the total population). 7-3 Making and implementing a basic plan of promoting a multi-ethnic and multi-cultural society 7-3-7 The Ministry of General Affairs shall give the local governments a guideline to encourage them to make a basic plan of promoting a multi-ethnic and multi-cultural society. 7-3-8 The local government shall make a plan of promoting a multi-ethnic and multi-cultural society, and to this effect, it shall investigate the actual conditions of foreign residents and encourage the residents including foreign residents to take part in planning. 7-3-9 A multi-culture bureau (division) shall be established to promote the basic plan. The bureau (division) shall function to give advice to and coordinate other divisions in a comprehensive manner to promote the plan. 7-3-10 A multi-ethnic and multi-cultural council composed of such residents as selected in an adequate manner, including foreign residents, shall be established to promote a multi-ethnic and multi-cultural society. The council participates in making the basic plan, monitor how it is implemented and make a proposal for better policies. 7-4 Public guarantee for multi-lingual services and learning of the Japanese language 7-4-11 The Ministry of General Affairs shall make a list of multi-lingual based information and give the local governments a guideline to encourage them to establish Japanese languages classes available to adults at night and even on holidays. 7-4-12 The local government shall provide the foreign residents with basic information using easy Japanese and some other foreign languages on daily topics including so-called life lines, trash collection, education, welfare and countermeasures in case of emergency. 7-4-13 The local government shall employ foreign-language speaking staff members at consultation windows visited by many foreign residents, and provide other members with training to enable them to communicate with foreign residents using easy Japanese. 7-4-14 The local government shall assure adult foreign residents the opportunity to learn Japanese in a public facility and employ staff members as necessary. 7-4-15 The local government shall support NGOs when they render interpretation services at consultation services and operating Japanese language classes. 7-4-16 The local government shall enable foreign residents to use public facilities by themselves. 7-5 Housing for foreign residents 7-5-17 The local government shall produce brochures and coordinate rental procedures to facilitate foreign residents when they need to rent a house or a room. 7-5-18 The local government shall set up a public trust guarantee system to help those who are in need of housing, including foreign residents, to find a house or a room. 7-5-19 The local government shall conduct a survey on whether or not and how many, if any, foreign residents reside in a private house or a collective house where they exceed the capacity of said domicile, and oblige the owners to meet the minimum requirement for the number of foreign residents to be accommodated, reflecting the population ratio of foreign residents in the locality. 7-5-20 The local government shall establish a numerical standard to enable foreign residents to be accommodated in public houses and be obliged to observe the standard, including houses built according to the PFI system making use of private fund. 7-5-21 The local government shall recruit host families to introduce them to students from overseas. 7-6 Multi-lingual and multi-cultural disaster prevention 7-6-22 The local government shall give due consideration to local residents of foreign nationals when making a disaster prevention plan in collaboration with the promotional council of multi-ethnic and multi-cultural society. (See 7-3-10.) 7-6-23 The local government shall provide the foreign residents with multi-lingual information and form an organization to secure interpreters as necessary in case of disaster. 7-6-24 The local government shall conduct a multi-lingual disaster prevention drill foreign residents are able to join. 7-6-25 The local government shall take care of cultural and religious differences when extending relief activities. 7-6-26 The local government shall enact discrimination prevention regulations in case of disaster, according to which discrimination of all forms are prohibited, and aid is given to any disaster victim regardless of nationality and status of residence. |
