Parties to the UNFCCC: 気候変動枠組み条約の締約国の皆さまへ:
We write, as members of U.S. civil society, to urge you to take the remaining steps needed for the Kyoto global warming agreement to enter into force without further delay. President Bush has turned his back on international efforts to fight global warming, but other nations must act to prevent his actions from threatening the years of progress made by negotiators under the Kyoto process. We are calling on you to take the lead now to complete negotiations and to ratify the Protocol promptly so that it can enter into force no later than the World Summit on Sustainable Development in Johannesburg in 2002.
米国の市民社会のメンバーとして、私たち以下に署名するNGOsは、地球温暖化に関する京都議定書がこれ以上遅れなしに発効するため、必要な残りの作業を皆さんが完了するよう切に求めます。ブッシュ大統領は地球温暖化と戦う国際的な努力に背を向けました。しかし他の国々は、ブッシュ氏が京都の交渉プロセスでの長年の進展を脅かすのを止めなければなりません。私たちは、2002年ヨハネスブルグでの持続可能な開発に関する世界サミット(リオプラス10)に遅れないようにするために、今皆さんが率先して交渉を終了し、直ちに議定書を批准することを求めます。
The Bush administration has made it clear that it does not intend to participate constructively in the Kyoto Protocol negotiations. When President Bush broke his campaign pledge to regulate CO2 from electric utilities, he initiated a series of actions demonstrating that he does not plan to respond credibly to the threat of global warming. He announced that he rejects the Kyoto Protocol and subsequently released an energy plan that leaves no room to engage in good faith in the Kyoto negotiations or to comply with UNFCCC commitments. In his most comprehensive public statement about the Kyoto Protocol, President Bush provided vague recommendations for further research on the science and technology of global warming while avoiding committing the U.S. to any emissions reductions. While the White House claims to take global warming seriously, its actions speak louder than its words. Parties therefore should not be distracted by the Bush administration's attempts to introduce new proposals which would only work to delay completion of the Kyoto Protocol negotiations and prevent its entry into force.

The Kyoto Protocol is the only credible option for the development of an international climate regime. It represents many years of multilateral cooperation and lays the foundation for future action. You must not allow the Bush administration to destroy the good work you have done. We strongly urge you to take a leadership role in the successful completion of the resumed COP 6 negotiations and to work for the rapid ratification of the Protocol in your own country.
The U.S. public does not support President Bush's irresponsible actions on global warming. Recent polling shows a substantial majority of Americans in all major political parties support the Kyoto Protocol and we will not rest in our efforts to change the administration's position. Entry into force of the Kyoto Protocol is the strongest signal you can send to the Bush administration that they cannot continue to act in isolation to prevent real action against global warming. If you will resolve to make the Kyoto Protocol a reality, we pledge to redouble our efforts to bring our government back to that agreement.
