WASHINGTON (April 20, 2001) - A State Department cable to U.S. embassies and missions obtained today by NRDC (Natural Resources Defense Council) states that the Bush administration rejects the Kyoto Protocol "under any circumstances," and shows that the administration has no analysis of the treaty nor has it developed any meaningful alternatives. The State Department sent the cable to U.S. embassies on April 1 to provide talking points for diplomats to answer questions about U.S. policy on global warming and the Kyoto Protocol.

"It is shocking to see in black and white that the administration has no basis for its policy beyond rhetoric and ideology," said NRDC Senior Scientist Daniel Lashof. "The Bush administration has turned the United States into a rogue nation by rejecting the treaty."

While the administration has asserted that the Kyoto Protocol is flawed, the cable demonstrates that it has done no analysis to arrive at that conclusion. For example, the Q and A talking points section of the cable includes this sample for U.S. diplomats:

"President Bush says he takes global warming seriously, but his actions suggest he is taking a very cavalier approach to a very serious problem," said David Hawkins the director of NRDC's Air and Energy Program. "His handling of the global warming issue to date has been irresponsible."

Over the last few weeks, President Bush has:
* reneged on a campaign pledge to control power plant emissions of carbon dioxide, the most important global warming pollutant.
* hastily rejected the Kyoto Protocol prior to completing a much-touted cabinet level review of the global warming issue.
The Kyoto Protocol was adopted in 1997 and signed by President Clinton after years of international negotiation. The protocol was never submitted to the Senate for advice and consent pending the completion of follow up negotiations on implementing details. These followup negotiations are scheduled to resume in July in Bonn, Germany.
* proposed a budget that slashes funding for research and development on energy efficiency and renewable energy technologies, which would dramatically reduce global warming pollution, while increasing spending on coal technologies, which would increase global warming pollution. At the same time, President Bush has said that he favors a technology-driven approach to global warming.
