●日本の中古パソコンに新しい命を吹き込もう！
Passo プロジェクトは、日本の中古パソコンを集めてブラジルに送り、スラムの子
どもたちの自立活動に役立てる活動を進めています。これは「デジタル・アパルト
ヘイトにＮＯ！」を合言葉に、これまで 80 か所のスラムにパソコン教室を開設し
てきたブラジルの NGO「CDI」の活動を支援するものです。
●コンピュータ時代の『アパルトヘイト』にＮＯ！
世界で最も貧富の差の大きい国のひとつブラジル。リオデジャネイロやサンパウロ
などの大都市では、人口の 20 % 近くがスラムで生活しています。そして近年のコ
ンピュータの普及にともない、豊かな層 (情報を持つ人たち) と貧しい層（情報を
持たない人たち）との間の較差が、ますます開くいっぽうです。
●パソコンがスラムの子どもたちの未来をひらく！
スラムの子どもたちは、<満足な教育が受けられない、職を得られない、そして犯
罪の道へ...> という、次世代に渡る悪循環にさらされています。 CDI そして
Passo
の活動は、パソコン技術を身につけることで、子どもたち自身がこの悪循環を断ち
切り、職を得る機会を広げたり、権利意識を高めることをめざしています。

2. プレスリリース: APC「ベチンニョ・コミュニケーション賞」を創設

【キト (エクアドール) 発・11月1日】進歩的コミュニケーション協会 (The
Association for Progressive Communications; APC) と国際開発調査センター
(International Development Research Centre; IDRC, カナダ)は 1
日、社会的正
義のために情報コミュニケーション技術を活用したことに対して贈られる「APC
ベ
チンニョ・コミュニケーション賞」を創設したと発表した。
最初のベチンニョ賞は、APC の設立 10 周年にあたる 2000 年 5 月に贈られる。
持続可能で公正な開発、民主的な社会参加、社会正義を実現する活動のために情報
コミュニケーション技術を活用した非営利団体、コミュニティ・グループ、連合体、
社会運動組織に、7,500 US ドルが贈られることになる。
APC 議長 ロベルト・ロジェロは、「私たちの賞は特異なものだ」と語る。つまり
「この賞は、社会問題に適切な解決をもたらすためにインターネット ---
Web、電
子メール、メーリングリスト、データベース、遠隔アクセスなど --- を利用するこ
との重要性に着目するものだ。APC は、人々の生活を向上させることができるよう
な革新的な情報コミュニケーション技術を広げ、それが世界中で利用されるように
なることを望んでいる」。
APC は、この賞の名前を、1997 年に亡くなったブラジルの思想家を讃えて名づけた。
エルベルト・ジ・ソウザ (愛称・ベチンニョ) は高名な社会学者で、社会活動家で
もあり、そして、模範的なコミュニケーターだった。彼は熱心で人望あるブラジル
社会変革の探求者で、ブラジル社会経済分析研究所 (Brazilian Institute
of Social
and Economic Analysis; IBASE)の創設者だ。
「IDRC は、この社会正義のための賞の創設に協力できたことを、ひじょうに喜んで
いる」と IDRC 代表 モーリーン・オニールは述べる。「この賞は、われわれが
APC
を創設以来サポートしてきたことの反映である。と同時に、社会の持続可能で公平
な発展のために情報コミュニケーション技術を使うという我々共通の関心が反映さ
れている」。
APC は、NGO、市民活動家、社会運動のために作られた世界最大のインターネットプ
ロバイダのネットワークで、情報コミュニケーション技術をそうした運動の使命の
ために使うことを支援している。特に、インターネットに限られたアクセスしかな
い人たちを重点項目としている。たとえば、女性のグループや、障害を持った人々、
情報コミュニケーション技術から排除された発展途上国の人々など。
国際開発調査センター (IDRC) は、1970 年にカナダ議会によって創設された公的機
関で、発展途上国の学者やコミュニティが社会、経済、環境問題の解決策を調査し
見いだすことを支援することを目的としている。

fem-women2000-actは、来年の国連特別総会「女性2000年会議 (Women2000)」に向け
て日本の女性運動情報がオンラインで多数アクセスできる状況を作るために貢献し
たいというボランティア志望者のためのメーリングリストです。いまのところ、
fem-netのスタッフが主催しています。
女性運動のオンラインサイトはfem-net に限らず沢山でき始めているので、いろん
な団体と協力して大きな情報提供キャンペーンができないものかと思います。
これまでのところ、fem-netからも「NGOレポートをつくる会」の運営に参画してオ
ンラインの情報提供をお手伝いしてきました。また、AWORC＝アジア女性情報交流の
北京＋５プロジェクトや、Global Women Action Network という世界規模の北京行
動綱領レビューに関わる情報交換の促進のためのプロジェクトとも協力して進めて

fem-netでは、いまのところ女性2000年会議の基礎情報を集めています。目下
10 月
末日に行なわれた ESCAP 政府間会議の情報提供に集中的に取り組んでいますが、
fem-women2000 メーリングリストに集まる英語ニュースの日本語化にも取り組みた
いと思っています。また、余力ができ次第「女性と情報通信技術」のテーマを中心
に資料整備を進めていく予定です。
オンラインで参加頂ける作業には、NGO会議の取材 (テープ起し)、ワープロファイ
ルのテキスト化、翻訳、テキスト・音声・画像などの Web 化などがあります。

図書館問題研究会 メーリングリスト

図書館問題研究会は、住民や図書館職員などでつくる、図書館の発展のために活動
する個人加盟の任意団体です。住民の暮らしに役立ち、知る権利を保障する図書館を
どう成長させていくか？ それが私たちの課題です。
今、日本の図書館は「地域の情報拠点」としての役割が求められています。しかし、
実態は、町村の約７割には図書館そのものが設置されていない、全国の図書館職員
のうち、専門職である司書は半数程度しかいない、という貧弱な状態です。また、
図書館の資料費も削減されるといった厳しい状況にもなっています。
よりよい図書館づくりのための情報交換と論議の場として、この度、メーリングリ
ストを設置しました。非会員の方でも、図書館問題研究会の綱領に賛同し、メーリ
ングリストの運営方針を承認していただける方なら参加できます。次のアドレスま

クショップ (GAW)」のための連絡用メーリング・リスト gawkを、10月半ばにやっと
開設しました。
gawk では、およそ一月にいっぺん開く GAW のため、参加希望者同士が場所や時間、
プログラムをつくるときの連絡などをしています。
ジェンダーに関する議論は、煩雑になりますので今のところここでは行っていませ
ん。
また、具体的に決まった GAW の予定と終了後の報告は、JCA-NET 正会員メーリング

4. Y2K 対応大規模メンテナンス (予告)
====================================
JCA-NET 技術スタッフチームではこの間、JCA-NET サーバの 2000 年 (Y2K)
問題に
対する対応について検討し、問題点の修正をおこなってきました。
その一環として、通常の定期メンテナンスのほかに、サーバを停止して大規模メン
テナンスをおこなう予定です。
期日は 12 月中旬を予定しています。詳しい日程は、決まり次第お知らせします。
5. 定期メンテナンス (サーバ停止) 11/28(日) 15:00-19:00
=====================================================
11月28日(日) 午後 3 時から午後 7 時まで、 定期メンテナンスのため JCA-NET
の
システムを停止いたします。
この期間は、JCA-NET 上の Web ページ、電子メールなどのサービスは使えません
(停止期間中に JCA-NET の外から JCA-NET のアドレスに送られたメールは失われず
に、停止期間終了後に取り出すことができますが、この期間中に JCA-NET
を通じて
メールを発信することはできません)。
メールを発信したり、Web ページの書き換えなどの作業をする場合はメンテナンス
作業が終わるまでお待ちくださるようお願いいたします。

o Give a PC chance!!--making another lives of used PCs in
Brazil
Passo project was born from a talk among Rodgiro Baggio, a founder of Committee to Democratize Information Technology (CDI, Rio de Janeiro, Brazil) and Japanese NGOs and individuals in April this year.
CDI has succeeded in support more than 80 slum communities to set up Computer Science and Citizenship Schools in Brazil. They did this without money but with donation and volunteers. These schools are changing the lives of the children in slum communities where violence and drug trafficking rules the lives of people.
The Passo project will send used PCs in Japan to Brazil by Peace Boat that will leave port in January 2000.
If you have used computers, monitors, printers that you are not using, can you donate them to the Passo Project?

o Say No to the Digital Apartheid!!
The gap between the rich and the poor has been increasing in the world and the Information and Communication Techinology has been accelerating this process. We are witnessing imergence of the Digital Apartheid. There are fewer rich people who have access to the virtual information world and the other side huge number of people have no access to this technology.
CDI's initiative is to unite the separated world into one.

PRESS RELEASE
INTERNATIONAL HERBET DE SOUZA (BETINHO)
COMMUNICATIONS PRIZE LAUNCHED
QUITO -- The Association for Progressive Communications (APC) and the International Development Research Centre (IDRC) announced today the creation of the APC Betinho Communications Prize for the use of information and communications technologies (ICTs) in promoting social justice.
The first Betinho Prize will be given in May 2000 by the APC, to celebrate its 10th anniversary.
The US $7,500 prize will be awarded to a non-profit organization, community-based group, coalition or social movement that has used ICTs in its work to endorse sustainable and equitable development, democratic participation, and social justice. "Our award is unique," said APC Chair Roberto Roggiero. "It is intended to highlight Internet uses -- Web sites, e-mail, electronic mailing lists, databases, and telecentres -- that promote appropriate solutions to social problems. APC wants to publicize innovative ICT practices that help improve people's lives and that can be reproduced economically by other agencies throughout the world."
The APC decided to name the award in honour of the Brazilian visionary who died in 1997. A renowned sociologist, social activist, and exemplary communicator, Herbet de Souza (Betinho) was an ardent and charismatic promoter of social reform in Brazil and the founder of the Brazilian Institute of Social and Economic Analysis (IBASE).
"IDRC is extremely pleased to have helped establish this annual award for social justice," declared IDRC President Maureen O'Neil. "It reflects the ongoing support we have provided to the APC since its creation, as well as our common interest in the use of information and communications technologies for sustainable and equitable development."
The APC is the world's most extensive network of Internet providers dedicated to serving non-governmental organizations, citizen activists, and social movements and helping them use and incorporate ICTs into their mission and mandate. In particular, the organization targets those with limited Internet access: women's groups, the disadvantaged, and populations of developing countries excluded from the world of information and communications technologies.
Canada's International Development Research Centre (IDRC) is a public corporation created by the Parliament of Canada in 1970 to help developing-country scientists and communities find their own solutions to social, economic, and environmental problems through research. By bringing together people, institutions, and ideas, IDRC tries to ensure that the benefits of this research will be shared equitably among all its partners in the North and the South.

A new mailing list "gawk" was set off in the middle of Oct. at long last. "gawk" is there for prospective attendants, members of JCA-NET and their friends, to "Gender Awareness Workshop" to contact with one another.
At the moment, it is not prepared to discuss or debate gender issues themselves so as not to have complication. It is marely to deside technical matters such as time, place and who and how to hold previsional meetings on GAW, held approx. once a month.
Comming schedule and the reports of each GAW are posted on "jcanet1999", JCA-NET regular members' mailing list for your information.

4. JCA-NET System maintenance (Nov.28)
======================================
All services of JCA-NET will be unavailable from 3 pm to 7 pm of November 28 (Sunday) due to scheduled maintenance.
All messages you will receive during this period will be stored in your mailbox as usual. These can be accessed normally as soon as this operation is over.
JCA-NET will stop for scheduled maintenance once a month mainly for backup purpose. The maintenance schedule will be announced one week in advance. We are very sorry for the delay to announce this month.
