日本国憲法に違反し、市民の私生活の権利を大きく侵害する盗聴法案、背番号制の住
民基本台帳法改正案が強引に国会を通過してしまいました。これらの法の有無に関わ
らず、さまざまな機関・個人により盗聴が実際に行なわれ、人々の通信の秘密が危険
にさらされていることは周知の事実です。
特に、インターネットで大きな問題となりつつある私生活の侵害や暴露に対し、利用
者の自衛手段として暗号ソフトの利用は効果的です。
また、政府は暗号ソフトの法規制を検討しているとも言われていますが、 PGPなどの
暗号ツールを日常的に利用することによって暗号通信を既成事実化することにより、
暗号規制を困難なものとするという積極的な意味もあります。
そこで、第 4 回インターネットセキュリティ講座を以下の通り開催します。今回は、
暗号ソフトPGPの具体的な利用法に関する実習を中心とします。ぜひ、ご参加くださ
い。

講座名 暗号化ソフト「PGP」の使い方
内容 無償で配布される強力な暗号ソフト、PGP を使って実際の電子メー ル交換を行
なう方法、PGP 利用上の注意点、公開鍵の交換などをテ ーマとして、講義と実習を行
ないます。
持参していただくもの
(1) ご自分のコンピュータ
* ネットワーク (イーサネット) への接続ができるように設定し ておいてください。
自分で設定ができない場合は、講座開始前 にスタッフが設定をお手伝いしますので、
事前にご連絡ください。
* フロッピーディスクを使用します。フロッピーディスクドライ ブが使用できるよう
にしておいてください。
※共用コンピュータでは十分なセキュリティ確保ができません。
講習では、実際の秘密鍵の作成も行ないますが、その場で実際 に使用する鍵の生成を
行ないたい方は、できるだけ自分のコン ピュータ (機種や OS の種類は問いません)
を持参してください。
(2) フロッピーディスク 2 枚 (フォーマット済みのもの)
また、自分で鍵ペアの作成ができる方は、事前に鍵ペアを作成し、フロッ ピーディス
クに保存して持参してください。
費用 JCA-NET 会員 2,000 円、会員外 4,000 円 (参加費および資料代として)
※当日、講座開始前にお支払い下さい。

アジア各地の社会運動系ネットワークとの連携を目指し、asiaproject メーリングリ
ストが稼働を始めました。このメーリングリストは、アジア地域での活動を行なって
いる NGO や、アジア関連の情報を必要としている人々のために、ネットワークを通
じ、アジアに関する情報の蓄積と共有を実現していこうとするものです。
これまでにも JCA-NET は AsiaLink や Interdoc 会議、そして APC ネットワークの
枠組みの中で、アジア各国の通信ネットワークとの情報交換を続けてきましたが、そ
の活動は主にフィリピンの Email Centre を中心として、いくつかのメーリングリス
トを提供するといった、比較的受動的なものでした。しかし、1999 年 3 月に韓国の
進歩ネットワーク <http://www.jinbo.net/> との協力関係の樹立や、7月にインドネ
シアで開かれた Interdoc ワークショップへの参加などを通じて、スリランカの
LankaNet、インドネシアの NusaNet、インドの IndiaLink を始めとするノードとの技
術協力を始めたところです。今後は、さらに緊密な技術協力やネットワーク資源の提
供をはじめとして、各ノードが持つ情報の共有や利用を促進し、JCA-NET は日本とア
ジアの NGO との結節点としての活動を行なっていきたいと考えています。
アジア関連の情報に興味のある方は、ぜひ asiaproject メーリングリストに参加し、
このプロジェクトにご協力ください。

3. 定期メンテナンス (サーバ停止) 10/31(日) 15:00-19:00

10月31日(日) 午後 3 時から午後 7 時まで、 定期メンテナンスのため JCA-NET
のシ
ステムを停止いたします。
この期間は、JCA-NET 上の Web ページ、電子メールなどのサービスは使えません
(停
止期間中に JCA-NET の外から JCA-NET のアドレスに送られたメールは失われずに、停
止期間終了後に取り出すことができますが、この期間中に JCA-NET を通じてメールを
発信することはできません)。
メールを発信したり、Web ページの書き換えなどの作業をする場合はメンテナンス作
業が終わるまでお待ちくださるようお願いいたします。

The wiretapping bill clearly violates the Constitution of Japan has
been forcibly approved by the Diet. Regardless of this bill, privacy in
the
Internet can be threatened by anybody. And it will be threatened more
by a
police agencies with this bill that might come into effect next year.
So we plan to have the workshop on the Internet security as following.
This
workshop will focus on a training to use cipher software PGP. Join
us if you
don't want to be meddled your privacy!

this seminar as our office is not big enough to have all of you ;-)

Contents: Using free and strong cipher software "PGP", we give
lecture and practice; how to exchange e-mail, a point to notice, to
exchange
your public key.
Preparation: We will prepare several PCs for the practice, but
because the security is difficult to ensure on shared PC, we recommend
to
bring your own PC if you hope to generate key-pair at the workshop.
Also we recommend to bring your key pair in a floppy disk, if you have
or you
can generate key pair.

The mission of this mailing list is; to communicate with NGOs in Asia
region,
to provide information for NGOs and individuals who need information
on
various issues on Asia.
We have been co-operating with Asian network nodes for several years,
but our
activity had been not so remarkable. We had been providing network
resources
for Asian NGOs cooperating with Email Centre in Philippines. However,
we made
a great progress this year; the first step was to make partnership
with Progressive Network Center <http://www.jinbo.net/> in Korea in
March. In July,
we attended Interdoc workshop held in Indonesia, and we began technical
cooperation with several Asian nodes including LankaNet (SriLanka),
NusaNet
(Indonesia), and other nodes in East Asia. We are planning to act not
only on
technical cooperation, but also on sharing regional information for
activists
using our network, as a "node" in Japan.
We hope everyone who is interested in Asian informaion and communication
to
join this project.

3. JCA-NET System maintenance (Oct.31)
======================================
All services of JCA-NET will be unavailable from 3 pm to 7 pm of October
31
(Sunday) due to scheduled maintenance.
All messages you will receive during this period will be stored in your
mailbox as usual. These can be accessed normally as soon as this operation
is
over.
JCA-NET will stop for scheduled maintenance once a month mainly for
backup purpose. The maintenance schedule will be announced one week in
advance. We
are very sorry for the delay to announce this month.
