 ビエケスで、米軍をたたき出すかどうかを決める住民投票の日取りが決まりました。
 ところが、問題はそんなことじゃありません。
 その投票の選択肢に「振興策」を付け、「米海軍の実弾演習を無期限に認めれば55
億円の経済支援を行う」というのです。しかも、その住民投票に先だって44億円を出
すとも言っています。その上、次期プエルトリコ自治領知事に対しても、三年間の演
習を認めた5月の合意(後に裏切り者と呼ばれることになるRossello 現知事とクリ
ントンとの合意)を踏襲しなければ、海軍立ち退きと経済支援の合意も全て反古にす
ると脅しをかけています。
 足元を見て金で釣り、さらには脅しをかけるという手口は、ビエケスでも使われて
います。

【サンファン、プエルトリコ、12/12】プエルトリコの島ビエケスの住民は2001年11
月6日、島から米海軍を追放するかどうかの投票を行う、と関係者は今日語った。そ
の島は、数十年の間、射爆演習場と机上作戦演習基地として使われてきた。
 月曜日おそく、海軍長官Richard Danzig は、かなり前から約束されていた問題の
海軍ビエケス駐留に関する住民投票の日取りを、Pedro Rossello 知事への手紙で設
定してきた。その歴史上初めてのことであるが、海軍は9300人の住民に対して、海軍
基地が島にほしいかどうかを問うことになる。
 文民警備員David Sanes Rodriguez が1999年4月にビエケスでの爆撃により殺され
た後、ビエケス射爆演習場は大量の政治的な攻撃を受けてきた。彼の死は、アメリカ
合州国海軍を取り除くための抵抗運動に火を付け、それはプエルトリコじゅうに広が
った。
 多くの抵抗者がビエケス海軍基地を一年以上もの間占拠し、実弾演習を停止に追い
込んだ。去る5月に米国当局は抵抗者を強制的に排除し、10月には海軍が机上作戦演
習を再開した。
 その島で軍事演習が行われた半世紀以上の間、健康をおびやかされ、島の経済成長
は妨げられ、漁業生活は破壊され、大気の質は低下した、と住民は語っている。
 プエルトリコ東海岸沖合いの小高い33000エーカーのその島は、海空同時上陸演習
の実行に適した唯一の場所であり、米国の戦闘用意になくてはならないものだと、海
軍は論じてきた。
 Rossello 知事とホワイトハウスとの取引(deal)により、海軍は三年間、ビエケ
スで不活性弾薬を使った訓練を続けることが許された。その取引の一部として、2003
年5月1日までに海軍にその島から出ていってほしいかどうかを決めさせる住民投票
を、海軍が住民に準備することになった。
 Rossello(知事)への手紙の中でDanzig(海軍長官)は、11月の住民投票の少なく
とも90日前に、海軍は二つ目の選択に使われる文言を提出する、とした。二つ目の選
択とは、実弾を使った海軍の演習を無期限に許すというものである。
 この二つ目の選択には、コミュニティの経済発展プロジェクトを通して5000万ドル
(55億円)がついてくる。それに加えて、4000万ドル(44億円)が、ホワイトハウス
の仲介の下で、投票前に使われることになっている。
 Danzig は、連邦寄りの大衆民主党から次期の知事に当選したSila Calderon にも
手紙を送っており、もし彼女の政治がホワイトハウスでの合意をサポートしなければ
、海軍はその合意に従う必要はないだろうと警告している。
 「だから、あなたの政治があの合意を充分サポートするという保証がなければ、土
地の移譲と多くのプロジェクトは先に進むことはないだろう」と、Danzig は記した

 Calderon (次期知事)は自分の選挙活動の中で、就任後100日以内により強力な騒
音条例を制定すると公約したからだ。その条例は、海軍のビエケス沖での艦砲射撃を
禁止するもので、成立後6ヶ月で発効することになる。

Vieques Island to Vote Next November on Banning U.S. Navy

SAN JUAN, Puerto Rico, Dec. 12 ?? Residents of the Puerto Rican island of
Vieques will vote Nov. 6, 2001, on whether to oust the U.S. Navy from
their island, which has been used as a bombing range and base for war
games for decades, officials said today.
   Navy Secretary Richard Danzig set the date for the long-promised
referendum on the Navy's controversial presence on Vieques in a letter to
Gov. Pedro Rossello late Monday. For the first time in its history, the Navy
will ask the 9,300 residents whether they want the Navy base there.
   The Vieques bombing range came under heavy political fire after civilian
security guard David Sanes Rodriguez was killed during a botched bombing
run on Vieques in April 1999. His death sparked a protest drive across
Puerto Rico to rid the U.S. commonwealth of the Navy.
   Dozens of protesters occupied the Vieques Navy base for more than a year,
forcing a halt to live-fire training. U.S. authorities forcibly removed the
protesters last May and the Navy resumed war games in October.
   Residents say more than a half-century of military exercises on the island
have threatened their health, stunted the island's economic growth and
damaged marine life and air quality.
   The Navy has argued that the hilly, 33,000-acre island off Puerto Rico's
east coast is the only place it can properly conduct simultaneous land, sea
and air exercises and is essential to U.S. battle readiness.
   Under a deal between Rossello and the White House, the Navy was allowed
to continue training with inert ammunition on Vieques for three years. As
part of the deal, the Navy was to organize the referendum to allow residents
to decide if they want the Navy to leave the island by May 1, 2003.
   In his letter to Rossello, Danzig said that at least 90 days before the
November referendum, the Navy will submit the language to be used on a
second option, which would permit indefinite Navy training with live fire.
   This second option carries with it a $50 million incentive through economic
development projects in the community. An additional $40 million is being
spent before the vote, under the White House-brokered accord.
   Danzig also sent a letter to Gov.-elect Sila Calderon of the
pro-commonwealth Popular Democratic Party, warning her that unless her
administration supported the White House agreement, the Navy would not
be obliged to follow it.
   "Accordingly, the transfer of land and many of the projects cannot go
forward without your assurance that your administration will fully support
the agreement," Danzig wrote.
   During her campaign, Calderon pledged to enact within her first 100 days
in office tougher noise regulations that would ban Navy ship-to-shore
shelling off Vieques. The regulations would become effective six months
after passage.
