I think we need to think carefully about this position. first, the
poor can do little but try to save themselves if they believe that the
"bomb" will go off at midnight+ 1 second. I don't see a massive
groundswell from the disenfranchised regarding y2k. And if there was,
what would they do? Canada is ready to call out the military to
maintain order if things collapse- I suspect the US and other
developed countries have such contingencies also. So what are the poor
to do? The best they can do is to use this early warning system to see
what can be done on a metalevel and start squireling away cans of this
and that in their basements if they have the excess capital for such
luxuries.
Do you think that the poor can make Airline A work any faster than
their own people, knowing that each 747 is worth over 100,000,000 in
USD sitting fully equipped on the ground? Do you think the poor can
make power company A work any faster knowing that a nuclear melilt
down will cost everyone of the executives their jobs when voted out of
office by stock holders. Do you think the poor can move international
investment bankers A-Z when they know that all their wealth is tied up
in bits and bytes? Do they care about government? do they care about
the poor?
the only problem is the big one identified by Roberto. The bomb? one
must just use common sense, provide as best you can, knowing that
civilization will not disentegrate like a nuclear holocost. No
