UPDATE ON BEIJING PLUS FIVE PREPARATIONS: NGO and UN

>From the NGO Community:
At the time of the first PrepCom for the GA Special Session on
Beijing Plus Five (Women 2000: Gender Equality, Development
and Peace) held March 1999 at UN Headquarters in New York,
NGOs met to decide on the following:

1) An NGO Coordinating Committee will be organized with
representatives of: a) Regional groupings; b) Issue-based
caucuses and networks; c) Global/regional communication
networks, and d) CONGO* Committees on the Status of Women in
New York, Geneva and Vienna.

2) Instead of an NGO Forum at the Special Session (June 5-9,
2000) comparable to the NGO Forums of 1985 and 1995, there
will be a 2-day NGO Working Session June 3-4, 2000.

3) NGOs will be encouraged to prepare NGO alternative report on
implementation of the Platform for Action in their countries (PFA),
and to assist in the preparation of regional and global alternative
reports. It is planned that a global report will be submitted to the
NGO Working Session in June 2000 and then to the Special
Session.

NGO Global Communications Network/WomenAction 2000:
Representatives of global and regional women$BCT(B information and
media networks also met during the PrepCom to discuss global
communications strategies that would increase the active
participation of NGOs in the review process. Plans were outlined
to:

3) Develop a score card/checklist for monitoring implementation of
critical areas of concern. (Update: A draft survey/checklist has
been developed for Section J: Women and the Media, as a
possible template for other sections of the Platform for Action). All

Preparations at National Level:

As of 22 June, 1999,
1) 111 Governments and 1 Observer State had prepared national
action plans and submitted them to UNDAW, and

2) 52 Governments and two Observer States had responded to the
Secretary General$BCT(B questionnaire on implementation of the
Platform for Action.

Preparations at Regional Level: UN Regional Commissions have
planned the following activities:

1) ECA (Economic Commission for Africa) -Sixth African Regional
Conference on Women to assess progress in the implementation
of the Beijing and African Platforms for Action, 22-27 November
1999, Addis Ababa, Ethiopia.

2) ESCAP (Economic and Social Commission for Asia and the
Pacific) -High-level Meeting to Review the Implementation of the
Jakarta Declaration and Plan of Action and Regional
Implementation of the Beijing Declaration and Platform for Action,
26-29 October, 1999, Bangkok, Thailand.

3) ECE (Economic Commission for Europe) -Expert meeting at
intergovernmental level to review economic issues, problems and
policies relating to women in the ECE countries, January 2000,
Geneva, Switzerland.

4) ESCWA (Economic and Social Commission for Western Asia)
-2nd Arab Meeting to Follow up Beijing, 15-18 December, 1999.
Also Arab Conference on Integrated Follow-Up to Global
Conferences, November 1999, Beirut, Lebanon.

5) ECLAC (Economic Commission for Latin America and the
Caribbean) -8th Regional Conference on Women,
January/February 2000, Lima, Peru.

Preparations at Global Level:

UNDAW has begun its analysis of information on implementation
of the PFA for submission to PrepCom II in March 2000. UN
agencies are also supplying information for the assessment of the
implementation of the System-Wide Medium Term Plan for the
Advancement of Women (1996-2001).
