On Measures to break through the Employment Refusal Issue by Japan Railway
Corporations

1- The Liberal Democratic Party, New Komeito, the Conservative Party and the Social-Democratic Party here confirm that the four parties make efforts to bring an immediate settlement to the issue called Employment Refusal by JR in the following context from a humanitarian viewpoint.

2- The Kokuro, or the Japan National Railway Workers’ Union, shall approve that the newly privatized Japan Railway Corporations do not owe legal responsibilities. The Kokuro shall decide to admit the above declaration in the National Congress ( extraordinary ) of the trade union.

3- After confirming the resolution to be adopted in the Kokuro’s national congress, the following steps shall be taken in terms of the three items of ‘employment’, ‘cancellation of litigation’ and ‘reconciliation indemnity’.

(1) The ruling parties will present a demand to the privatized JR corporations across the nation to the effect that the corporations will start negotiation talks with the Kokuro’s area headquarters and seek for solutions, including a guarantee of employment positions for the trade union members from a humanitarian point of view.

(2) The Social-Democratic Party demands the Kokuro workers’ union, after the official resolution made by the trade union described under the article 2- above, an immediate cancellation of those lawsuits at the least filed at the time of foundation of privatized JR Corporations in terms of the reform of the National Railway Corporation.

(3) Between the ruling three parties and the Social-Democratic Party discussions shall be made on the status of reconciliation indemnity, its amount and payment methods as well as other procedures.

4- The said three political parties and the Social-Democratic Party shall corporate with each other toward a settlement of the dispute in the framework described above.
