11月1日で期限が切れる「テロ対策特別措置法」の延長問題が国会の争点になっています。しかしアフガニスタンで行われている対テロ戦争の実情を踏まえた議論も、この戦争がいつどのような状態になれば終結するのかという出口戦略も議論されることなく、「米国支援」や「国際社会での責任」という言葉だけが一人歩きしています。

私たちは27年にわたって紛争や貧困の現場で人道支援や開発協力に携わってきたＮＧＯとして、またアフガニスタン国内で復興支援活動に携わるものとして、この機会にアフガニスタンで行われている対テロ戦争と、それを軍事的に支援する「テロ対策特別措置法」について意見を表明します。(英語完全版： 邦訳)

Summary of the Statement on Reconsideration of Japan's Military Support and
the Anti-terrorism War in Afghanistan

Japan has been supporting "The Anti-terrorism War" in Iraq and Afghanistan since the October 2001 aerial bombing by the U.S and British coalition forces in Afghanistan. The former Prime Minister, Koizumi, promised U.S. President Bush his help. But the constitution of Japan prohibits dispatching forces abroad. (English version; Japanese version)

'Aid from the Afghan perspective' (Kenji Saito)

For a long time Afghanistan has been jostled around at the whims of foreign powers. After re-entering the international spotlight in the aftermath of the tragic events of September 11th 2001, Afghanistan became the object of the frantic aid efforts of the international community. Five years later, how have things changed? Has it really been possible to alter the course of history? Or is history simply repeating itself under the grandiose pretext of “aid”? What sort of role should Japan be playing within this overall context? In this book, the former head of economic cooperation at the Japanese Embassy in Afghanistan, who worked in Afghanistan for two years in relation to reconstruction aid, addresses issues of international aid and the role of NGOs as seen from the ground. 近年、アフガニスタンは世界最大のアヘン産出国として国際的な注目を大いに集めている。その生産は国内総生産（ GDP ）の約５０％に相当すると推測されている。アヘンの生産を撲滅するための方法は様々であるが、アヘン農家への代替となる生活手段の開発が重要視されている。しかし、アフガニスタンの現在の状況下では未だにケシ栽培への誘因が根強く残っている。農家と業者にとってケシはリスクの高い環境の中で、リスクの低い作物である。ほとんどの人が栽培から何かを得る立場である一方、そのほとんどの利益はほんの少数のものにしかならない。 (英語完全版： 邦訳)

'Alternative Livelihoods: Substance or Slogan?' (AREU)

In recent years Afghanistan has attracted significant international attention as the world's largest producer of opium, with its production representing an estimated 50 percent of GDP. Views on how to eliminate opium production vary, but considerable emphasis has been given to the development of alternative livelihoods for opium farmers. However under current conditions in Afghanistan there are still strong incentives to cultivate opium poppy: it remains a low-risk crop in a high-risk environment for both farmers and traders. While most stand to gain something from its cultivation, it is the few that gain the most. (English version; Japanese version)
